The Pinellas Child Opportunity Index (PCOI) is a composite index designed to measure child opportunity and gauge the health of our neighborhoods at the census tract level. This research ranks every neighborhood on indicators that contribute to a child’s healthy development. It provides a richer, more granular view than prior high-risk zones which were based on ZIP codes.
